From the start of day 2 the discussions on NCM have started and there were very hot and serious discussions, criticisms, complains and blames on each other in the house. Few members in the house had even lost their conscience that they were representing the people and were in the most respected house.
Though finally NCM put forward by TRS and YCP lost in the house, the signs of Kiran Govt losing the majority was very clearly shown up in the house. The support to Kiran Govt had fallen down and indicated that it was into minority. Most of the political sources were in an opinion at a stage that the Govt would have collapsed if the main opposition TDP had supported the NCM.
After the day long discussions in the house about the NCM, the voting took place in the mid night. There were 58 votes polled for the motion and 142 against the motion, which resulted in failure of the motion. Nine MLAs of Congress and 6 MLAs of TDP had voted against to the whip issued by their respective parties. TDP stood neutral from voting and MIM party, Nagam Janardhan Reddy and Loksatta JP were absent for the voting.
There is an argument that if TDP had voted for the motion, Kiran may have put more pressure on their members which may have resulted in some more going against the Congress whip. On the whole Nine MLAs from Congress and Six of TDP have rejected the whips. If they are declared to be banned from the parties, bi-elections are sure to come for those 16 places sooner.
Though Congress Govt is fallen in minority, as per rule of the house there is no chance to go for an NCM as of now. The question now is whether Congress and TDP declare the rebel candidates ineligible as of now and go for bi-polls immediately. But the opinion of the experts is that there is no chance for the bi-polls to happen.
